I've also disabled all startup items and non-microsoft services in msconfig. This will tell you which step it's taking when it's hanging. Perhaps it's hanging at drive mapping, files and folders, or printer setup. You don't know until you enable verbose logging. Once you know where it's hanging, it narrows the problem down substantially.
That's one common issue during logon. Another item to check is if you have any GPO's that are used for deploying software, the install could be failing causing the hang.
After applying the registry change, the computer now says 'Applying computer settings GPSVC 5d4. We are experiencing the same slow login issue with "applying group policy local user policy".
